This is actually a very easy mission. The only initial challenge is gathering resources while fending off raids by dwarven catapults.

Start by putting down a fortress. You may want to put it fairly far ahead, closer to the plateau on which are caged Fire Drakes. For the perimeter towers, have several catapults because in the early game you will probably be exchanging fire with dwarven catapults.

Keep your initial forces nearby to respond to catapults. Don't worry about losing farms as long as you can keep most of them active to slowly accumulate Resources. Start building a force of several Assault Trolls and upgrade your archers with Banner Carriers and fire arrows so that they have some punch as well as the ability to replenish their numbers (Banner Carriers makes them veteran units; Trolls cannot recover any health no matter their Veterancy).

While you accumulate resources and hold ground near your fortress, send your heroes out. If they encounter Dwarven Phalanxes, retreat, dismount, and go back to kill them. Otherwise, they should be fine mounted if you are careful not to let them be overwhelmed by axe throwers.
At the dwarven fortified locations, the focus should be to take out catapult towers (first) and axe towers. On each raid, focus on just one tower and then retreat before they are hit too hard. The western fortified location has a lot of catapults inside, so that will probably need a rush of Assault Trolls to quickly devastate everything, especially the Dwarven Siege Works. Otherwise, once all catapult towers and catapults are clear, you can steadily tear down the dwarven forts with the one catapult you were provided with at the start of the mission.

Secure the road north with a fully upgraded fortress before freeing the last of the Fire Drakes. The Men of Dale in the pass can be handled by your four Mordor Heroes trampling them.

Mordor heroes can reach level 8.
